Apple Intelligence is coming to China in December with iOS 27.3, Bloomberg reports, but without Siri AI
Bloomberg reports Apple Intelligence will reach mainland China with iOS 27.3 in December, with the 2024 features only and no Siri AI. Apple has not confirmed it.
Bloomberg reported on 14 October that Apple plans to launch Apple Intelligence in mainland China in December, as part of iOS 27.3.
The launch would leave out Siri AI and most of what Apple announced this year. It would be the first time Apple Intelligence has been offered in mainland China, nearly two years after it arrived elsewhere with iOS 18.1. Apple declined to comment to Bloomberg, and it has not announced iOS 27.3 or a date for it. Bloomberg's account has been repeated by 9to5Mac, MacRumors and iClarified; those are one report, not four.
The regulatory side has firmer ground. The South China Morning Post reported the same day that China's Ministry of Industry and Information Technology had updated Apple's network access permits to list Apple Intelligence alongside two Alibaba models: Qwen, also called Tongyi Qianwen, and the image and video generator Tongyi Wanxiang. Computerworld and the Korean outlet DigitalToday describe the same filings, which name the iPhone Duo and iPhone 18 Pro among the covered models. Bloomberg dates the permits to 29 September. Apple had cleared a first stage in July, when Apple Intelligence was registered for public use, but that did not by itself allow a consumer launch.
Which Apple Intelligence features will China get?
According to Bloomberg, as relayed by iClarified and 9to5Mac, the December release covers iPhone, iPad and Mac and brings the first wave of features from 2024:
- Writing Tools, in its original form
- Notification summaries
- Genmoji, the 2024 version rather than this year's upgrade
- Clean Up, the object removal tool in Photos
Left out are Siri AI, this year's upgraded Writing Tools and Genmoji, photo expansion and the Visual Intelligence mode in Siri. Image Playground and Apple's other image generation tools are excluded to comply with local rules, and some text generation features will be limited in certain apps. Bloomberg says Apple executives are not optimistic about bringing Siri AI to China soon.
Alibaba built the guardrails for the Chinese version, including a filter that lets the government approve ongoing updates to the models. Baidu is working with Apple on search and Siri features. Bloomberg also lists the targets Apple has already missed: May 2025, the end of 2025 and spring 2026.
How solid is the report?
This is reported, not announced. The December date and the iOS 27.3 version rest on Bloomberg alone, which has a long record on Apple's software plans. What is independently documented is the permit: three outlets describe the ministry filing, and it is the step Bloomberg says was missing in July. Nobody has seen Apple Intelligence running on a mainland iPhone, and iOS 27.3 has not yet appeared as a beta.
Our take
The list of what China gets is the story. It is the 2024 feature set, the one the rest of the world has already moved past, and it leaves out exactly the generative pieces a regulator would care about: free image generation and an assistant that answers open questions. What survives is mostly summarising and editing text the user already has, plus an emoji maker. That is a product shaped by a filter as much as by Apple.
It also makes China the second region where Apple's flagship feature is missing for regulatory reasons. In Europe it is the Digital Markets Act, and Bloomberg has said Siri AI could stay off EU iPhones for five months or more. In China it is model approval. The difference is that Brussels is arguing with Apple about rules, while Beijing has written itself into the update process permanently: every future model change goes through Alibaba's filter and a government sign-off. That is a slower release cycle by design, and it suggests China will trail the rest of the world every year, not just this one.
For buyers the timing is awkward. iPhone Duo pre-orders open in China on 16 October, Computerworld reports, and the phone ships on iOS 27.1 on 23 October. If Bloomberg is right, the first Chinese owners spend about two months with none of Apple Intelligence, and then get the 2024 version. The permits came through while Tim Cook was in China on his third visit of the year; no source ties the two together, and we are not claiming one.
For app makers, the question APPDOOK would want answered before December is whether Apple's on-device Foundation Models framework is switched on in China at all. None of the reports mentions it. Developers with Chinese users who already call Writing Tools or summaries should plan for them to appear, with some text generation restricted in ways Bloomberg describes only as limits in certain apps. Anyone relying on image generation through Image Playground should assume it is absent there. The first iOS 27.3 beta will settle most of this, and we will report what it contains.
